Update on CBCA Regulations for Motor Vehicles Imported into Zimbabwe
The Zimbabwe Ministry of Industry and Commerce has announced new regulations under Statutory Instrument 111 of 2024, amending the Control of Goods (Import and Export) (Commerce) Regulations of 1974. These changes, impose stricter controls on the importation of used motor vehicles into Zimbabwe.

Key points of the amendment include:
1. Motor vehicles must be below ten years old upon completion of all Zimbabwe Revenue Authority (ZIMRA) clearance processes.
2. Import licenses will not be processed or issued for used motor vehicles purchased and consigned after the declaration of Statutory Instrument 54 of 2024, even in cases of delays with any authority.
3. For vehicles purchased and consigned before the promulgation of Statutory Instrument 54 of 2024, import licenses and ZIMRA clearance will be issued for 30 days from the date of publication of this notice.
However, there are exemptions for second-hand motor vehicles aged ten years and above. These exemptions apply to:
- Deceased estates (inherited motor vehicles)
- Diplomats returning to Zimbabwe from their postings abroad.
- Returning residents
These exempted individuals can import vehicles over ten years old by applying for a Consignment-Based Conformity Assessment (CBCA) certification through Cotecna.
Cotecna is the sole authorized body appointed by the Ministry of Industry and Commerce to issue Certificates of Conformity for both pre-shipment and destination inspections for new and used vehicles, as well as general goods and other regulated products imported into Zimbabwe.
