Exporting to Nigeria: Guide to SONCAP Conformity Certification Process
Your cargo has arrived at the Lagos Apapa Port, only to be detained by customs due to incomplete documentation. The critical document in question is the Nigeria SONCAP Certificate of Conformity.
1. What is SONCAP Certification?
SONCAP is a mandatory conformity assessment procedure implemented by the Federal Government of Nigeria for regulated products imported into the country. All regulated products destined for Nigeria must obtain compliance certification and secure a SONCAP certificate before shipment.
2. Which Products Require SONCAP?
The vast majority of industrial and consumer goods fall under SONCAP control. Common categories include:
- Electrical and Electronic Products: Household appliances, lighting equipment, wires and cables, plugs and switches, power supply equipment, mobile phones and chargers, etc.
- Machinery and Components: Industrial machinery, construction machinery, power tools, etc.
- Automotive and Parts: Tires, auto components, vehicle batteries, automotive glass, etc.
- Building Materials: Steel, cement, pipes and fittings, sanitary ware, door and window fittings, etc.
- Daily Consumer Goods: Textiles, toys, kitchenware, plastic products, cosmetics, etc.
- Others: Medical devices, gas appliances, pressure vessels, etc.
3. Core Certification Process: Two Steps – PC + SC
SONCAP certification is not a matter of obtaining "a single certificate". Instead, it is a complete compliance process consisting of two essential steps: first, obtain the PC Certificate (Product Certificate); then, apply for the SC Certificate (Shipment Certificate) for each consignment. Both steps are indispensable.
Step One: Apply for the PC Certificate – The "Certificate of Conformity" for Your Product
The PC Certificate certifies that the product model complies with Nigerian or relevant international standards, and is a mandatory prerequisite for opening Form M. Based on export frequency and product risk level, the PC Certificate is divided into three types:

Step Two: Apply for the SC Certificate – The "Customs Clearance Pass" for Each Shipment
The SC Certificate is a statutory document required for customs clearance of each export consignment. It must be applied for separately based on the PC Certificate for every shipment, is valid for only that single shipment, and cannot be reused.

- Form M (applied for by the Nigerian importer through their local bank using the PC Certificate)
- Packing List
- Commercial Invoice
- Bill of Lading
Critical Pre-shipment Document: Form M
Form M is an electronic import declaration form that the Nigerian importer must apply for through their authorised bank or the official trade platform. It must be completed before the goods are shipped. As of March 27, 2026, Nigeria has launched the National Single Window (NSW) platform. All SONCAP certification and import permit applications must be processed and initiated through this platform.

Correct Approach: The product body must bear a permanent nameplate (model, voltage, power rating, manufacturer information). Electrical/electronic products must use the British Standard BS 1363 three-pin flat plug and be compatible with Nigeria's 230V/50Hz voltage.
