Exporting to Kenya: Guide to PVOC Certification Process
According to the latest regulations of the Kenya Bureau of Standards (KEBS) effective in 2026, if goods arrive without a valid COC/PVOC certificate, they will be subject to high inspection fees and penalties during customs clearance. The combined costs may wipe out the entire profit margin of a full container, or even lead to a net loss. 1. What is PVOC Certification?
Kenya PVOC (Pre-Export Verification of Conformity) certification is a mandatory conformity assessment program implemented by the Kenyan government for imported products. All regulated products destined for Kenya must obtain a Certificate of Conformity (COC) before shipment. Otherwise, the goods risk customs clearance delays, fines, or even repatriation upon arrival at the port.

The scope of regulated products is broad and covers multiple major categories:
- Electrical & Electronic Products: household appliances, lighting equipment, wires and cables, plugs and switches, power supply equipment, etc.
- Machinery & Industrial Equipment: industrial machinery, agricultural equipment, engineering machinery, power tools, etc.
- Building Materials: steel, cement, ceramic tiles, pipes and fittings, sanitary ware, etc.
- Automotive Parts & Accessories: tires, auto parts, batteries, etc.
- Food & Agricultural Products: processed and pre-packaged food, beverages, tea, coffee, cereals, etc.
- Textiles & Footwear: clothing, fabrics, home textiles, shoes and hats, etc.
- Medical Devices & Equipment: medical equipment, surgical instruments, etc.
- Toys & Children's Products: all kinds of toys, strollers, child safety seats, etc.
- Cosmetics & Personal Care Products
- Chemicals & Raw Materials
- Safety Protective Equipment: helmets, protective clothing, fire-fighting equipment, etc.
- Other Miscellaneous Products: furniture, sports goods, musical instruments, etc.
3. Certification Route Options: Route A / B / C
PVOC certification offers three main compliance pathways. Exporters can choose the most suitable mode based on their shipment frequency and product characteristics:
Route A
- Applicable scenario: Low-frequency exporters of high-risk products
- Features: Flexible process, no pre-registration required, suitable for most general products
Route B
- Applicable scenario: High-frequency exporters, low-risk product exporters; product registration valid for 1 year
- Features: Saves time and testing costs, ideal for frequent exporters
Route C
- Applicable scenario: Manufacturers and brand owners, high-frequency exporters of homogeneous products; product license valid for 3 years
- Features: Highest customs clearance efficiency, suitable for businesses with long-term stable exports
4. PVOC Process
a) Document Review: The exporter/applicant submits a Request for Certification (RFC) to Cotecna, along with a commercial invoice, packing list, and valid supporting compliance documents.
b) Laboratory Testing in the Exporting Country: If the product test report lacks key items, Cotecna will arrange sampling of the goods and testing must be conducted by an ISO/IEC 17025 accredited laboratory.
c) Inspection in the Exporting Country: Cotecna performs a physical inspection to verify that product markings comply with Kenyan standards, and seals the container if necessary.
d) COC Certificate Issuance: After evaluation, inspection, and testing, if the product meets Kenyan requirements, Cotecna issues the COC certificate.
The importer uses the original COC certificate to complete customs clearance.
